What’s a DA?
It’s a formal request submitted to the local council or planning authority seeking approval for proposed construction, land use, or property modifications. The Development Application (DA) ensures projects meet zoning laws, building codes, and environmental regulations.
A development consent by the local council or planning authority is essential for developments like new buildings, renovations, or land use changes, ensuring safe, sustainable, and legally compliant construction.

We begin with a meeting (either in-person or via MS Teams) to discuss the project, share ideas, and understand the client’s vision for their future property.

To know more about the property regulatory framework a Section 10.7 (2) & (5) Planning Certificate must be acquired by the client from the council’s website.
The assessment is based on the project brief, zoning and other regulatory parameters.

Positive Assessment Outcome: If the project can proceed through the DA process, we move forward by confirming the scope of work and fees. Our services may include architectural documentation or full management of the approval process.
Negative Assessment Outcome: If the development doesn't comply with local planning regulations, it's not the end. You'll receive feedback highlighting where the project brief doesn't align with the rules for your review.

Once the assessment is complete, site investigations commence:
Detail & Boundary Survey – Captures site features for accurate planning.
Sewer Diagram – Confirms construction won't impact existing sewer infrastructure.
Flood Certificate – Required in flood-prone areas to guide design mitigation.
Site Measurements – Documents internal layouts for existing structures.

A high-level analysis is conducted to assess whether the proposed development is achievable within the constraints of the site, budget, and planning regulations. This includes:
Planning risk analysis
Site constraints and opportunities
Basic cost assessment
Preliminary compliance checks
This helps the client make an informed decision before committing to full design development.

The concept design stage defines the project's vision, goals, and requirements, translating the client’s ideas into creative concepts. It includes spatial planning, aesthetics, sustainability, and budget considerations, presented through sketches, diagrams, and early 3D visuals.

Elevations and sections
Interior and exterior 3D images (sketchy or photorealistic)

Through meetings and revisions, a final design is achieved and presented to the client for approval.
Once approved, we proceed to the Development Application documentation stage or request pre-DA feedback from the council.

In more complex or sensitive developments, we may recommend submitting a pre-DA application to the local council. This process allows us to:
Present the concept design
Receive preliminary feedback from council officers
Clarify planning expectations
This step can streamline the DA process and reduce approval risks.

We prepare a comprehensive Development Application package that includes:
Architectural plans (site plan, floor plans, elevations, sections)
Statement of Environmental Effects (SEE)
BASIX & NatHERS certificates
Shadow diagrams, view analysis, or other studies as required
Consultant reports and certificates (as needed)
All documentation is coordinated and compiled for submission via the NSW Planning Portal.

The client may appoint us as lead consultant to manage the coordination of all disciplines or handle this directly.
Depending on the scope size, project type and site environment, some of the below consultants are required as part of a comprehensive DA submission:
Civil Engineer: Designs site infrastructure such as stormwater drainage, driveways, and erosion control systems. Ensures site works comply with council engineering requirements and integrate with public services.
Energy Assessor: Assesses the building’s energy efficiency and sustainability performance. Provides mandatory BASIX and NatHERS certification for DA compliance (for project >50,000 AUD).
Town Planner: Prepares the Statement of Environmental Effects and ensures the proposal aligns with planning policies. They liaise with council and assist with complex or non-complying developments.
Waste Consultant: Develops waste management strategies for demolition, construction, and occupancy phases. Ensures compliance with local waste reduction and recycling regulations.
Quantity Surveyor: Provides cost estimates and detailed quantity take-offs for the proposed works. Helps assess project feasibility and is often required for DA costing documentation.
For specific sites, additional consultants may be required:
Structural Engineer: Evaluates the structural adequacy of existing buildings and designs new structural elements. Provides certificates and plans required for structural compliance.
Hydraulic Engineer: Designs systems for stormwater, sewer, and water supply, and develops flood mitigation strategies if required. Ensures hydraulic design meets council and regulatory standards.
Electrical Engineer: Prepares concept layouts for electrical systems when needed at the DA stage. Ensures power supply and lighting comply with design and regulatory requirements.
Fire Engineer: Provides fire safety assessments and performance-based solutions for fire protection. Required for complex or high-risk developments to meet fire regulations.
Acoustic Engineer: Assesses noise impacts and recommends soundproofing or noise mitigation strategies. Required when developments are affected by environmental noise or generate significant sound.
Heritage Consultant: Evaluates the impact of development on heritage-listed properties or conservation areas. Prepares Heritage Impact Statements and advises on sensitive design approaches.
Landscape Architect: Designs outdoor spaces and planting schemes to enhance amenity and meet council guidelines. Prepares landscape plans for developments with significant external areas.

We coordinate all consultant reports and documents to ensure consistency with the architectural plans. The final DA package is presented to the client for review. Any feedback is addressed before lodgment.
If the client is coordinating the process, we offer support as needed.

Once the DA package is complete and approved by the client, we submit the Development Application through the NSW Planning Portal. This includes:
Completing online forms.
Uploading documentation
Paying council fees.
Tracking application progress and liaise with council when required.

After submission, the council may issue an RFI if additional details or clarifications are needed. We assist in coordinating responses, revising documents if necessary, and ensuring timely submission to avoid delays in assessment.

For most applications, the council conducts a public notification period where neighbouring properties are informed of the proposed development.
We provide notification drawings and assist in responding to any public submissions or concerns raised during this time.

The council assesses the application and issues a determination, which may be:
Approval (with conditions)
Deferred commencement approval (meaning a consent not operating until one or more important matters are resolved - further actions will be agreed on accordingly)
Refusal
We review the outcome with the client, explain the conditions (if any), and advise on the next steps, including preparation for the Construction Certificate or lodging a review/appeal if needed.
